A major function of the Office of the Victorian Small Business Commissioner is to ensure that government departments and agencies improve the business environment in which they operate and are conscious of the needs of small business.

Under section 5 of the Small Business Commissioner Act 2003, the Commissioner has a number of responsibilities relating to the effect of government procedures and administration on small business.  

Since its inception in 2003, the VSBC has received a number of complaints from small businesses about unfair market practices by government departments, water authorities, local councils and other bodies.
