Small businesses need a competitive and fair business environment to grow. That's why in 2003 the Victorian Government established the Office of the Victorian Small Business Commissioner (VSBC). The Small Business Commissioner is Mark Brennan.

The VSBC is dedicated to promoting a competitive and fair operating environment for small business, and has four simple, key messages:
 - Be informed: in particular, know your rights and obligations, and you will avoid disputes
 - Be fair:  ensure your ongoing business relationships
 - Be smart: settle disputes quickly, and get on with business
 - Be aware: of the requirements of government policies and practices
